Holly, a Denver native, brings over two decades of expertise in the energy sector to Fielding Hill, LLC. After graduating from Colorado State University in 2002 with a BS in Sociology and a focus on Native American land rights, Holly embarked on her career in the oil and gas industry in 2005, specializing in Land Administration.

Her journey in regulatory affairs began in 2012 when she joined Encana's regulatory team. There, Holly concentrated on the San Juan Basin in New Mexico, handling federal NEPA permitting, federal rule briefings, and contributing to a task force for rulemaking on horizontal wells and spacing regulations set by the New Mexico Oil and Gas Conservation Division.

Holly’s career advanced at Noble, where she led the regulatory team for the DJ Basin. Her expertise further expanded during her tenure with a Wyoming start-up, where she applied her skills in a dynamic, emerging market. From 2020 to 2023, Holly managed the regulatory team at Caerus Oil and Gas, overseeing assets in Utah and Colorado. She played a pivotal role in the Colorado Mission Change Rulemaking, providing pre-hearing statements and witness testimony, and established a streamlined process for Oil and Gas Development Plan permitting. Additionally, Holly represented multiple West Slope Operators during the Financial Assurance Rulemaking in Colorado.

In 2020, Holly founded Fielding Hill, LLC, where she dedicates her extensive knowledge and passion to regulatory matters across Colorado, Utah, Wyoming, and New Mexico. Her primary focus is on shaping energy sector regulations with a practical, client-centered approach. Holly is committed to transparency and integrity, ensuring that every client receives clear, effective representation in navigating the complexities of energy regulation.

With 16.5 years of comprehensive experience in oil and gas land data management, regulatory compliance, permitting, and asset retirement, Joei McKinley is a seasoned expert in navigating the complexities of the energy sector. Joei leverages her extensive background to drive regulatory and permitting success for natural gas development projects.

Joei has managed critical permitting processes, including COGCC/CECMC OGDP submissions, overseeing the development and coordination of biological surveys and securing necessary exceptions for major operations. She has executed a high-impact asset retirement program, saving significant costs and addressing deferred compliance issues. Joei’s earlier experience includes serving as Oil & Gas Project Manager at WWC Engineering and holding key positions at Liberty Resources LLC & Liberty Resources II LLC. At Liberty Resources, she played a pivotal role in securing a $65 million asset value increase and managed extensive drilling permit processes.

With over seven years of direct people and team management experience, including leading cross-functional and geographically dispersed teams, Joei excels in people development, strategic planning, and continuous process improvement. Her proven track record in driving operational excellence and fostering team growth underscores her commitment to achieving impactful results in the oil and gas industry.

Mike Hill is a seasoned professional with over a decade of experience in the energy sector, excelling in land and legal research. His expertise extends beyond regulatory work to encompass comprehensive title examinations, competitor lease checks, and GIS-based site selection for renewable energy projects.

Throughout his career, Mike has developed strong partnerships with counties nationwide and various branches of the Bureau of Land Management, significantly enhancing data accuracy and accessibility. His skills include managing drill site abstracts, producing detailed lease schedules, and overseeing the release of client funds from suspense through precise curative research.

Mike holds a Bachelor of Science in Entrepreneurship from Syracuse University, where he honed his ability to deliver accurate results and manage projects efficiently. His adaptability and proven track record make him a valuable asset in navigating the complexities of land and legal research in the energy sector.

Chris Cooper is a seasoned Program Manager at Fielding Hill, LLC, with a wealth of experience spanning over 25 years in environmental surveys, consulting, planning, regulatory compliance, NEPA processes, and permitting. His expertise covers a diverse range of energy sectors, including oil, gas, hydro, nuclear, and renewable energy projects.

Chris previously served for 23 years with the Tennessee Valley Authority, where he was instrumental in managing approximately 293,000 acres of public lands across seven states. His role involved close collaboration with local, state, and federal agencies to ensure effective project permitting, consultation, and land protection.

Now based in the western U.S., Chris supports clients across Colorado, Wyoming, New Mexico, and Utah. He specializes in ensuring compliance with all relevant regulations while providing strategic support to drive long-term success. His comprehensive services include environmental pre-clearance, field surveys, regulatory compliance, and extensive consultation and permitting.

With a robust career spanning over 23 years, Bobby Gosvener brings a wealth of experience and expertise to his role as Project Manager and FAA Commercial Drone Pilot at Fiedling Hill. Bobby's extensive background includes a decade of dedicated work in emergency and flight dispatch, including four years leading teams in high-pressure environments. His 23 years in paramedicine and pre-hospital patient care have honed his skills in managing critical situations with composure and efficiency.

Throughout his career, Bobby has demonstrated proven success in triaging and managing high-volume emergency situations, as well as in people development, operations management, and liaison roles. His ability to navigate complex scenarios and foster effective solutions is complemented by his adeptness in the corporate world.

At Fiedling Hill, Bobby leverages his skills as a commercial FAA Drone Pilot to provide clients with powerful visual insights into their assets and operations. His goal is to explore and advance within the oil and gas industry, continuously learning and growing to contribute to the sector's dynamic landscape.

Lisa Click is the Project Manager at Fielding Hill LLC, where she leverages over 13 years of experience in oil and gas operations with a focus on Process Engineering across Accounting, Procurement, and Regulatory divisions. She has served as a Regulatory Analyst with several oil and gas companies. In this role, Lisa excels at developing and implementing process solutions to address compliance inefficiencies, enhancing internal communication, and training employees on new processes. She coordinates with ECMC and county agencies to ensure adherence to compliance requirements for oil and gas operations. Lisa is dedicated to fostering connections and driving operational efficiency.

Matt is a Certified Ecologist and Wildlife Biologist who has been in the environmental and energy industries for over 20 years. Throughout his career, he has solved energy development and regulatory compliance issues both as a consultant and operator and successfully worked with countless agencies at all levels of government. From operations to subject matter expertise, Matt adds value by creatively applying a scientific and logical approach. Matt conducts field environmental assessments, technical reporting, and compliance audits to ensure data driven operational decisions. Emphasizing process improvement, regulatory compliance, and strategic growth Matt leads multidisciplinary teams to develop strategic programs and create focused, tactical solutions for a broad range of stakeholders.

With over a decade of Oil and Gas regulatory experience, Ally brings experience from both the heavily populated DJ basin and the environmentally unique Piceance Basin of Colorado. Beginning her career working downhole compliance reports Ally successfully managed several unique compliance projects for various operators. She specializes in establishing processes and procedures for post-drill reports to the ECMC and BLM. Throughout her work on these projects she has formed many relationships with agencies and leverages those relationships when helping new clients navigate unforeseen issues during both the permitting and operations phases. Ally’s knack for establishing new processes and procedures had allowed her to be successful in managing the continuous rule changes within industry, and adapt to new requirements. She has managed and continued to hit critical permitting timelines, and always strives to do more than “just in time” approvals.  

During her time working in the DJ Basin, she was part of a team that successfully permitted a Comprehensive Area Plan that encompassed over 400 wells and 23 oil and gas locations. To date, this is the largest CAP to be approved by the ECMC.
